Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics. Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and brings system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements. Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation. Generates system level requirements verification procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements
SIGINT needs a highly motivated systems engineering and acquisition specialist to support the Space Situational Awareness (S3A) under the Weapons and Space Awareness (WSA) program. Candidate should have acquisition and contractual knowledge to assist the customer in planning for and executing development contracts. The S3A SETA should be familiar with SIGINT and have a good understanding of the IC Space Community.
Direct interactions with the developer on activities and program management materials
Providing contractual and acquisition support
Provide expert technical recommendations and engineering advice and architecture recommendations on the development and integration of new and modified capabilities.
Development of independent program office cost estimates for future requirements as required
Advise the customer throughout the acquisition life-cycle, to include review of Requests for Change (RFCs), Engineering Change Proposals (ECPs), development, testing, transition, and operations
Collaborate with offices within the customer organization and mission partners to facilitate development, technical acquisition, and integration efforts
Interacting with external agencies to resolve issues
Requires 5 to 8 years with BS/BA or 3 to 5 years with MS/MA or 0 to 2 years with PhD.
Be able to effectively communicate with both Landmark AOS personnel and customers to fully understand the needs of the program and the planned activities and desired outcomes
Have a detailed understanding of the systems engineering lifecycle
Experience in requirements definition and management
Experience in satellite systems engineering and development activities and an understanding of how services are represented to users
Be able to work under general supervision while identifying and prioritizing their work to meet the expectations of the program office
Support multiple requests simultaneously and pro-actively to meet different program office needs
Excellent presentation/briefing skills
Position is targeted for junior to mid-level, rate will be subject to candidate’s expertise
Current Active TS/SCI with Poly clearance required
