Position Overview:


Integrated Data Repository Operations and Maintenance (IDR O&M) team has an

opportunity for a Testing Manager to execute and lead testing activities for

successful system/regression testing of Extract/Transform/Load (ETL) Change

Requests and Trouble Tickets.

This position is for the

CIO-SP3 Contract supporting the Integrated Data Repository Operations &

Maintenance task order. The mission of this contract is to support CMS in

efforts to maintain the Integrated Data Repository.

The IDR is the

centerpiece of CMS’ Enterprise Data Warehouse strategy and responds to the

agency’s critical need to have an integrated data environment that contains

Medicare and Medicaid claims as well as beneficiary, provider, and health plan

data in support of data analytics. The IDR is the largest government

Teradata database in the world – it is currently a one Petabyte Teradata system

complimented by a two petabyte Hadoop system with 667 usable terabytes serving

over 2,500 users.

Key Responsibilities

  • Establish

testing and quality processes, ensuring that the team is using industry

accepted best practices.

  • Oversee

all aspects of testing including testing practices, testing tools, and

processes to insure quality goals are met.

  • Scope

of responsibilities includes all aspects of testing, from test plan

development, to unit testing through user acceptance testing.

  • Lead

and mentor testers, developer, analysts, project managers and client on testing


  • Evaluate

testing processes and practices of developers, business analysts, and the

testing team and implement the improvements to increase the overall quality of

software releases.

  • Evaluate

quality of testing by participating in work product reviews of test plans and

testing results.

  • Work

with the ETL developers/analysts as needed to successfully test a change.

  • Leads

testing activities for the testing team responsible for successful

system/regression testing of ETL CRs and Trouble Tickets in the Test and

Integration environments.

  • Communicates

risks and issues to the Extract-Translate-Load (ETL) lead and ETL Project


  • Follow

the Configuration Management plan and Change Control Procedures as required.

  • Facilitate

resolution of issues.

  • Prepares

project status reports.


Education and Experience:

Must be a US Citizen or

Green Card Holder

  • Minimum

of 5 years of experience as a Test Manager.

  • Experience

testing data warehouse ETL software changes.

  • Experience

with Testing tools and techniques including ALM.

  • Experience

writing SQL queries in support of testing.

  • Excellent

organizational, communication, and time management skills.

  • Medicare

Part B, Part A or private healthcare experience helpful, but not required.

  • Ability

to work effectively in a team.

  • Experience

working with clients and technicians.

  • Pro-active

in seeking problem resolution.

  • Quick

learn of new systems, tools, processes.

  • Familiarity

with CMMi or other high-maturity practices is beneficial.

  • Data

Warehouse experience with Teradata, Hadoop and AWS beneficial.

  • Self-starter

and able to deal with ambiguity.
