Perspecta has an immediate need for a Delphi Developer in St. Petersburg, FL.

The Delphi Developer will work with the Clinical team members to analyze existing Delphi code and develop Delphi code as it relates to business/technical requirements for VistA systems. The Delphi Developer will follow VA standards and directives as specified in VAs VIP process, and develop technical and or Unit Test artifacts. Major duties may consist of the following:

  • Analyzes and interprets highly specialized technical specifications and requirements to remediate defects in Delphi code and supporting technical manuals.

  • Must be able to formulate and define existing VistA systems applications to identify and remediate defects. Must have a good understanding of information technology, business processes, and industry requirements in a Health Care environment, especially in the Public Sector.

  • The Delphi Developer should have a solid understanding of Delphi code and good communication skills in a large, virtual team setting. In addition, the Delphi Developer needs to be cognizant of VA development guidelines and directives.

  • Must have working experience with multiple team member types, to include subcontractor, customer, and commercial vendors providing part or even all of the solutions.

  • It is preferred, but not required, that you have some experience with Agile development methods and tools in the VA environment. For example experience utilizing the Rational Jazz platform.


Education and Experience Required:

Typically a technical Bachelor's degree or equivalent experience and a minimum of 8 years of related experience

Knowledge and Skills:

  • Experience on multiple full release project life cycles. Advanced understanding of modern SCM (software configuration management).

  • Experience analyzing existing Delphi code and developing Delphi code

  • Advanced understanding of testing tools and unit test and integration test scripting, and testing methodologies.

  • Advanced experience using an Integrated Development Environment (e.g., Eclipse, Visual Studio) and development of tool add-ins. Strong understanding of basic Database Administration.

  • Able to define quality and security standards. Good verbal and written communication and negotiation skills.

  • General project management/team leader skills. Ability to work effectively in a globally dispersed team and with clients and vendors.

  • Demonstrated technical leadership skills.

  • Must be able to achieve a VA Position of Trust
